The objective

City of Port Phillip aimed to ensure all staff not only read but truly understood and applied their Code of Conduct in daily work.

Their goal was to create training that would:

  • Bring policies to life in a way that was engaging and relevant

  • Increase staff confidence in applying expected behaviours

  • Support a consistent organisational culture aligned with their values

  • Enable clear tracking of completion and understanding across the workforce

  • Be easily updated and rolled out to diverse roles and departments

The challenge

Their existing Code of Conduct was long and text-heavy, resulting in low engagement and poor retention.

Staff were expected to read and sign off on policies without practical context, which led to gaps in understanding and application. The City of Port Phillip needed training that could reach diverse staff working across different roles, environments, and devices, while remaining relevant and engaging enough to encourage genuine participation. It also had to be simple to update when policies changed, track completion and acknowledgement effectively, and align with their organisational values and branding standards. Ultimately, they faced the complex task of transforming dense policy content into an interactive, relatable, and effective learning experience for all employees.

The solution

Safetrac worked closely with City of Port Phillip to design a bespoke, interactive Code of Conduct course. Using Articulate Storyline and GoAnimate, we transformed their detailed policy into short, scenario-based modules featuring animations, real-life examples, and practical activities.

This approach turned a static policy document into an interactive learning experience that staff could easily understand, relate to, and apply in their day-to-day work.

Aligned with branding and values

The course design incorporated the council’s colours, style, and tone, ensuring a consistent learning experience that felt familiar and aligned with their organisational identity.

Mobile-friendly and SCORM-compliant

Training was built to be fully responsive on any device and SCORM-compliant, ensuring seamless integration with City of Port Phillip’s LMS (IMC) and accessibility for staff wherever they worked.

Engaging, scenario-based learning

Complex policies were transformed into practical, scenario-based modules with animations and interactive activities, making it easier for staff to understand, relate to, and apply the Code of Conduct in real situations.

Built with stakeholder input

Safetrac collaborated closely with City of Port Phillip stakeholders to gather insights and feedback, ensuring content was relevant to the wide range of roles, from administrative staff to child health nurses and parking officers.

Delivered on time with ongoing support

The project was completed within the agreed timeframe and budget, and Safetrac continues to provide content support to ensure the course remains up-to-date and effective as policies evolve.
